Livestock sector in Orissa is highly livelihood intensive and over 80% of its rural households depend on livestock farming for supplementary income. The sector contributes 7.25% of the State’s net domestic product and therefore development of livestock sector has assumed great importance. The Orissa Government Policy on Agriculture Development including livestock seeks to ensure the welfare of the vast majority of its people living in the rural areas by providing a modern and dynamic livestock economy in the State. This will help generate employment potential and improve self sufficiency in food. In the livestock sector “Poultry” occupies a very significant position due to their tolerance to climatic stress, low input cost and resistance to drought etc. In order to improve the growth of poultry sector and to facilitate proper monitoring of progress of implementation of various poultry related schemes as well as for formulation of new schemes at the State level, the State Government has been pleased to constitute a State Level Apex Committee with the following members.

2. The functions of the Orissa State Level Apex Committee are as follows :

To formulate suitable policies for growth of Layer, Broilers and backyard poultry.
-
To explore the possibility, assistance from various sources to encourage poultry sector in the State and to ensure more credit flow to this sector through Banks.
-
To resolve Inter-Departmental issues and explore assistance from Central Government and other Government agencies for poultry development.
-
To deliberate and resolve issues relating to emerging problems faced by the poultry farmers from time to time.
-
To formulate suitable policies for livelihood and self-employment in the poultry sector.
-
To invite entrepreneurs to invest in poultry sector in the State.
-
To formulate policy to encourage private entrepreneurs to participate in poultry development activities in the State.
-
To formulate suitable policies to ensure better forward and backyard linkages.
-
To decide any other issues.
3. The Apex Committee shall meet at least once in a quarter and in case of need emergency meeting can be convened at anytime. The Chairperson of the Apex Committee shall preside over the meeting and in his absence, the Vice Chairman or any senior member of the Committee shall preside over the meeting.
4. The TA / DA etc. of the members of the Apex Committee shall be borne by their respective Departments / Agencies.
