The Institute at a Glance

Voti is the Apex Training Centre of Directorate of Animal Husbandry and Veterinary Services , Orissa for building the capacity of veterinarians and other functionaries for sustainable animal resource development in the state of Orissa.

Goal
VOTI will offer attractive skill oriented and gender sensitive training programmes to veterinarians and other functionaries on HRM, Extension and technical aspects of livestock development.’’

Objectives

  • Develop and update syllabi for training programmes on animal husbandry (HRM, Extension and technical aspects for veterinarians and other functionaries of Orissa, which are need based, skill oriented and gender sensitive as well as based on field realities and identified training needs.

  • Train and coach teaching staff of AHD training centers in teaching/ training methods.

  • To update information on the field situation in order to adapt the training programmes.

 

 

Presently, under the partnership of  NRMPO & AHD, VOTI is still intensely supported in its endeavor to realise the above vision, goal and objectives.

Veterinary Officers’ Training Institute, Laxmisagar, Bhubaneswar was established in the year 1994 under the control of Director of Animal Husbandry & Veterinary Services, Orissa, Cuttack of Fisheries & Animal Resources Development Department, Govt. of Orissa to impart training to its own officers. It is the premier training Institute of FARD Department, Govt. of Orissa to conduct regular training programmes as per the training calendar every year.

In order to improve the performance level of veterinarians, the AHD has recognised training as a critical input. The Veterinary Officers' Training Institute (VOTI) was established to promote training programs for veterinary officers’, formerly provided by the ITPI, Bhanjanagar. Hence the ITPI was amalgamated into Veterinary Officers' Training Institute, Bhubaneswar in 1999.

A white paper on Veterinary Officers' Training Institute was prepared which is to serve as blue print for the AHD - HID cell which has been approved by the Government of Orissa.

History:
From 1965 to September 1986, the in-service training of functionaries of the AHD was mandated to the In-service Training of Personnel Institute (ITPI) in Bhanjanagar, Ganjam district. To full fill the training needs of its functionaries after ITPI was declared defunct in 1986, different AHD institutes have been engaged in organising various training programmes. However, this did not result in a satisfying training situation catering to the training needs of the veterinary officers of the state.

Hence, with the assistance of the Indo- Swiss Project Orissa, the Veterinary Officers' Training Institute, Laxmisagar, Bhubaneswar was constructed in 1993-94. After its official inauguration in June 1994 and the posting of the first team of teaching staff on deployment, VOTI started with the conduction of training programmes for different levels of veterinary officers.

  • The period from June 1994 to November 1997 can be characterised by the posting of 4 teachers on deployment basis, who were engaged in conduction of in-service training for veterinarians. However, the regularity of this in service training programme was not optimal.

  • After reversion of deployed teaching staff, occasional training programmes were organised with the assistance of a few external resource persons and the AHD resource persons during the period 1998-99.

  • VOTI Laxmisagar, Bhubaneswar has been recognised by Fisheries and. Animal Resource Development Department, Govt. of Orissa vide G.O.No 10572/FARD dated 23.06.98.

  • During the month of June 1999, four teaching staff (one Officer in-charge, 2 Lecturers, one Instructor) and one Junior accountant have been posted at VOTI. Posting of rest of the sanctioned posts were filled up during April 02 and Feb 03.

In the past 4 years certain progress has been made with regard e.g. the official placement of teaching staff, the official renaming of VOTI (from ITPI), completion of training needs assessment and improvement, renovation of the facilities. Altogether these preparations & the past learning experiences can bring transformation of VOTI into an attractive training centre.
